Based on the rule of reason, the government has generally been lenient in applying antitrust laws to monopolies that have developed naturally. Antitrust policy has not been very effective in restricting the rise of or in breaking up monopolies resulting from legally undertaken internal expansions of firms.
The antitrust laws have been used more effectively against predatory or abusive monopoly, but that effectiveness has been diminished by the slow legal process and consequently long time between the filing of charges and the implementation of remedies.
