In 1896, the Supreme Court ruled during Plessy v. Ferguson that segregated public facilities were constitutional and legal, as long as they were made equally for blacks and whites. This ruling paved the way for Jim Crow, which denied blacks access to the same privileges as whites, which was seen in buses, schools, etc. However, "Separate but equal" segregated schools are declared to be unconstitutional during the brown vs. board of education case in 1954 because they are inherently unequal.
The Brown vs. Board ruling was a very important step for the Civil Rights Movement, as the term "equal" was now being seen under a new light. Brown vs. Board brought black citizens one step closer to equality.
