A long held dream of Theodore Roosevelt was for the United States to be an influential power on both the Pacific and Atlantic Oceans. An important part of this dream was the creation of a canal controlled by the U.S. that would link the two oceans. The ideal spot for this canal was a narrow land bridge located in Colombia. Roosevelt proposed an agreement with Colombia that would allow the United States to build the canal through their territory, which Colombia declined. In an astonishing use of executive power, Roosevelt then sent U.S. warships to Colombia to aid the Panamanian independance movement. When news reached the U.S. that the Panamanian revolution was successful, the U.S. government recognized the new republic 70 minutes later, and Panama immediately granted the U.S. the land they needed to build the canal. Roosevelt did not even consult Congress in any of this, and it was all done on his own authority. This represents one of the most significant non-wartime expansions of presidential power, as never before has a president done something as significant as splitting a nation into two on his own authority, especially while the nation was not at war.
