The idea of Scotland and England combining had been a consideration for many years before 1707. There had been a sense of dishonesty and very little trust between the two countries at first, so they never attempted to join. England needed the soldiers and they feared that the Scottish would turn to the French. Scotland feared that if they did join, they wouldn’t get as much out of the deal that England did. The Scottish didn’t want to become another forgotten territory for England to suck all of their resources, then leave them to struggle on their own. After a bad territorial investment in Panama, many of the Scottish people were left with very little money, so they thought that the joining of their country with England would provide a lot of benefits and opportunities. They were able to keep their own religion and laws, but every other aspect of their nation was joined together with England's, including the flag. The Act didn’t go into full effect until May of that same year.
