Republic was still very new at running a nation, and France had just come back from several wars, all of which took a heavy toll on the French economy. Not only did the wars take away from the economy, they destroyed many areas in France where crops were grown, reducing the amount of food they had as well. These factors caused the prices of bread and many other staple foods to skyrocket, which in turn caused the lower class to revolt. The Convention passed this law in order to regulate the prices of food and supplies, as well as to regulate wages. While they had been trying to help their people, the Convention's choice to pass this law ended up worsening the situation. It discouraged farmers and service providers, as they would not make nearly as much money as before. This lead to a further shortage of supplies, so people would hoard instead of sell, sell second-rate products at the maximum price, and sell things in the now thriving black market.
