Novotny was forced from power by a number of high profile reformers (including Sik and Dubcek) after Brezhnev opted for non-interference, as the leader of the Slovak branch of the communist party, the Soviets thought he would stabilise the reforms.
However, in the Prague Spring, he set about reforming his country to align with 'socialism with a human face'.
He removed state industry controls, allowed freedom of speech, ended press censorship and allowed the right to visit countries outside of the Iron Curtain region.
The communist party remained powerful but trade unions were formed. Dubcek pledged to remain loyal to Moscow and remain in the Warsaw Pact.
The USSR was worried but Brezhnev didn't want to intervene and lose Czechoslovakia.
Other Eastern Bloc were worried that unrest would spread (as Polish protesters wanted their own Dubcek) but Dubcek was supported by Yugoslavia and Romania (worryingly for the USSR)
