In Czechoslovakia, living conditions were poor and society and the economy was tightly controlled by the communist government under Novotny (who was very corrupt). Press was restricted and there was no tolerance for opposition.
Throughout the 1960s, Czech economist Ota Sik called for reform to save the economy - less economic control, no ban on private business, consumer and worker rights and a responsible government.
The government allowed some of his reformation to go through - heavily watered down - but much of it was undone in July 1967. As this happened, Sik called for full political reform as the only way to improve the economy and denounced Novotny.
His ideas quickly grew in popularity.
