The Wilmot Proviso prohibited the expansion of slavery into any territory acquired by the United States from Mexico. It was issued by Pennsylvania Democratic Congressman David Wilmot. It passed through the house of representatives but was defeated in the senate. It did not become a law but it was instrumental in dividing the democratic party and the nation on the issue of slavery.
