The Provisional Government was established in March of 1917. When the Russian Government failed earlier that year the Duma created the Provisional Government, but it never actually was in charge of Russia. The Provisional Government really didn't do anything to help the collapsing economy, all they did was abolish the Okhrana and allow political freedom. The biggest problem with the Provisional Government was that they didn't make any effort to stop WW1, and they made a attack on Austria but it failed which made the people turn against it. This was important because this showed how Russia was not ready for war and it showed, no matter how many governments they make the economy is still downfalling.
