The reign of terror was fueled through internal issues within the current government system in France. There was a divide of political groups divided into their own faction. Two of the main leaders during the Reign of Terror were Maximilian Robesphere who was extremely Republic to the extent of which he would stand by the idea of killing anyone he suspected to abide by royalism.
