The aim of Hartog committe was to trace the overall growth of education in India. Sir Philip Hartog was a part of Sadler Commission and has also served as vice chancellor of Dacca University in 1921. Hartog committe shifted the attention from secondary and university education to mass education. The commitee observed that the primary and secondary education show little development and a sad stagnation. They also noted wastage of money and resources at primary level of education due to enormous dropouts.
The following improvements were suggested by the committe:
Adoption of the policy of consolidation in place of multiplication of schools;
Fixation of the duration of primary course to four years;
1. Improving quality, training, status, pay and service conditions of the teachers;
2. Relating the curricula and methods of teaching to the conditions of villages in which children live and read
3.Adjustment of school hours and holidays to seasonal and local requirements
4. Increasing the number of Government inspection staff.

The committe also commented for the improvement in secondary education:
The secondary education was failing because too many students failed in the matriculation exam. Too many incapable students were promoted in the initial stages which led to poor results later. They suggested that more boys should opt for industrial and commercial careers. Improvement of University education, women and backward classes education was also emphasized by the committee.

Sadly the recommendations could be rarely implemented due to economic setback from worldwide economic depression of 1930-31.
