Serving as a compilation of prior laws on the manufacture and distribution of certain classes of drugs and their possible production materials, the Control Act created the 1-through-5 scheduling system in use today for codifying drugs in order of most-to-least dangerous. Schedule 1 drugs, for instance, have the highest risk of addiction and abuse, but the lowest potential for medical utility. However, a substance does not have to be on the schedule system to get you in trouble, and even vague similarities (of something you possess) to the first 2 schedulings can have the substance punished as if it were the same thing. The act’s less-referenced sections also updated some of the restrictions on import and export, and updated rules on criminal forfeiture / police seizure of crime-related property and possessions.
