In March 1921, Lenin decided to adopt the New Economy Policy, which is a smaller version of capitalism. Lenin decided to temporarily put aside his plan for state-controlled economy and enforce his new plan to recover the economy in Russia. The NEP allows some of the small factories, business, and farms to operate and run by themselves with private ownership. But the government still kept control of several major industries, banks, and mean of communications. This plan also encourages foreign investments. Within the policy, it allows peasants or farmers to sell their additional crops instead of returning to the government. I think this is a very important plan, since it shows the importance of government and order, as well as individual freedom in the entire economic system. This plan permitted the farmers or the lower class peasants to buy and sell at the market, more freedom was available for them. In addition, the plan also recovers some economy or governmental system of Russia (USSR) from the World War I. It also allows more freedom for the consumer in the society to purchase and sell the items they want. This new policy also demonstrates that the governmental system was more open and free, because the government is willing to provide freedom to the consumers and the producers.
