The Thirteenth Amendment, which was issued initially by Lincoln, was passed by the Senate on April 8, 1865 and the House on January 31, 1865. Despite strong opposition from Southern states, they didn’t have a large presence in Congress because Lincoln prevented any Confederate generals from holding a position in office.
