The dates for reccuring carer payment were slowly drifting and this was because the code for creating new payments was telling the system to ignore weekends, meaning each month payments were scheduled on a slightly different day.
To fix it, we changed the code so that now a carer payment will always be on the same day of the month: the day the parent asked it to go out on. We even added a shiny new feature that will allow for payments made on the last day of a month to be made on the last day every month thereafter, no matter how long it is. For example, if you set up a payment for the 31st of January, the following month - February, it will go out on the 28th, then flick back to the 31st in March.
