Thomas Jefferson was not only instrumental in securing constitutional rights for individuals, his domestic policies sought to expand the agrarian republic. This was accomplished by the Louisiana Purchase which was signed on May 2, 1803. Jefferson's first step of this policy was to buy the city of New Orleans from France. The French emperor at that time, Napoleon Bonaparte, also wanted to sell Jefferson the rights to all of Louisiana. Jefferson ended up paying Napoleon $15 million for 828,000 square miles of land which stretched from the Mississippi River all the way to the Rocky Mountains. This nearly doubled the geographic size of America and allowed more people to start moving west.
