Farmers discovered that making whiskey was profitable. Alexander Hamilton suggested that taxing whiskey would help to prevent further financial difficulties. This tax effectively made smaller producers of whiskey pay more than larger producers. This especially angered
the Pennsylvanian farmers who ended up starting the rebellion known as the Whiskey Rebellion on September 19, 1794. When George Washington heard about the rioting, he led 13,000 troops to stop the revolt. By the time Washington and his men got there, all the rioters went home. Washington ended up letting the two rioters who were captured in the dispute go. The Whiskey Rebellion proved to American citizens that the national government would not allow extralegal protests to elicit change and that change would only come through peaceful means.
