Developed during the 700s, the witan was a group of advisors composed of clergymen, land-owning barons, and advisors who would council the king as needed on various matters of state. As the witan grows, it will develop into the High Council, which will advise rulers during the Anglo Norman times.
For local matters, bishops, sheriffs, lords, and commoners would gather to settle local issues at meetings called 'moots.'
