Competitive elections held for the new, two-tier federal legislature consisting of the Congress of People’s Deputies and a smaller Supreme Soviet. Huge reform. Secret ballots, actually had to choose someone for the ballot to count. Yeltson had resigned, ostracized, in 1987. But was elected in these elections.
