Founded by Harry Edwards in 1967 at San Jose State, the OPHR was an organization for athletes who wished to use their platform for more than just sports. It aimed to use sports and athletics to call attention to global inequalities and injustices. At the time of its founding it demanded that the following things occur:

- The restoration of Muhammed Ali's title (which he had lost in his refusal of being drafted into the Vietnam War).
- The removal of Avery Brundage from his position of Head of the International Olympics Committee.
- Disinvitation of South Africa and Rhodesia to the 1968 Olympic Games
- A boycott of the New York Athletic Club (whose policies were notoriously racist).
- The hiring of more black coaches at the college level.

One of the most notable organizations to support the OPHR was the all-white rowing team at Harvard College. This rowing team largely comprised the U.S. Olympic Rowing Team in 1968, so their support of OPHR continued at the Olympics.
