The National Métis Committee was formed around October 16, 1869, with John Bruce as president and Louis Riel as secretary. They hoped to minimize the one-sided actions of the federal authorities regarding the administration of the territory of the Red River colony.
At the first meeting, held 26 January 1870, the delegates decided to draw up an entirely new "List of Rights," which they considered the conditions necessary for “the people of the North-West” to enter Confederation.
