In 2003, the Liberal government elected in Ontario stated its commitment to inclusive education in schools. They set out policies which had increased focus on special education and inclusion as issues of equality. They defined inclusive education as somewhere "students see themselves reflected in their curriculum, their physical surroundings, and the broader environment, in which diversity is honoured and all individuals are respected." (Ellis & Axelrod, 2016, p. 27).
