Citizens gathered together because they were against the decision of the National Constitution Assembly that King Louis XVI was still the king. They did not agree with this decision so they rallied together and a massacre started. The National Constitution Assembly decided to have a constitutional monarchy which means that the King or Queen does not have absolute power.
