cause : In December 1787, Delaware became the first state to ratify the document. On June 21, 1788, New Hampshire ratified the constitution, giving it the theoretically sufficient endorsement of nine states, but New York and Virginia had yet to agree. Without them, the federal government couldn't function.
effect:
When a bill of rights was proposed in Congress in 1789, North Carolina ratified the Constitution. Finally, Rhode Island, which had rejected the Constitution in March 1788 by popular referendum, called a ratifying convention in 1790 as specified by the Constitutional Convention.
