Kennedy announces what the U2 planes have discovered to the public, and announces his decision to quarantine Cuba with a naval blockade so that no Soviet ships could get through with nuclear weapons. He also announced that any missile launched from Cuba would be seen as an attack to the USA by the USSR, which would cause the Cold War to break out into nuclear war.

US military alert goes into DEFCON 3, and Castro mobilizes Cuba's troops.
