The Board of Education Report for the year 1845, concluded with the obser\/ation that
there was a need to begin the business of education from above downwards, that when a trial was made by western nations to introduce their own systems of education and their own habits of thought, amongst a people whose type and character of civilization had been so wholly
different; and second, that the language of the governing nation was the only effective medium
by which such ideas could in the first instance be conveyed, and it was satisfactory they
reiterated, to perceive that exactly the same conclusion had been adopted by the authorities in Britain.
The Board divided the educational institutions of the Presidency into two great
divisions:-
1) Vernacular to give elementary instruction, in the Indian languages.
2) All institutions in which the English language and European sciences were imparted. The
mofussil was divided into two divisions, to each of which a professional superintendent was to
be appointed, to exercise surveillance over all vernacular schools in his division
