Under pressure from ethnic Hungarians after the defeat of Austria in the Austro-Prussian war, Austria-Hungary was formed as a dual monarchy. Each state was ruled over by Franz Joseph, but each state had its own constitution and parliament. Each state shared the ministries of finance, defense, and foreign affairs.
