The Italian Peninsula was united with the important leaders being Giuseppe Mazzini, Camillo Cavour, Victor Emmanuel, and Giuseppe Garibaldi. The Congress of Vienna decided to give several monarchs control of the peninsula, rather than unifiying Italy. Italy annexed Venetia and Rome, uniting the entire peninsula.
