The plan set out a growth schedule at time intervals for an area now of 1875 km 2 . It sought to:
• address the problems of irregular growth
• generate orderly growth in the extended areas
• meet the growing demand for residential areas
• provide a road network extension to the new areas
• provide the required services to residential areas 77
• provide a balance between land use.
