The Prince was published by Machiavelli basically to tell the German princes how they should act and the best way to maintain their state and their rule was to basically always put the state first. It doesn't matter how much the people may hate it, it doesn't matter how badly it makes the ruler look. If it benefits the state, then that's what needs to happen.
