President Clinton signs the Improving America's School Act of 1994; it’s the biggest educational reform signed into law since the Elementary and Secondary Education Act of 1965 and it reauthorizes the funding from this act. It introduced higher state standards for students, professional development opportunities were offered for schools who provided teachers training “to teach limited English proficient students to meet the same challenging standards expected of all children” (Riley). This bill also promoted “partnerships among families, communities, and schools” by creating compacts-agreements between schools and families-, providing additional Title 1 funding for head start programs, and integrating anti-drug policies and programs into the schools (Riley).
