The Education for All Handicapped Children Act of 1975, while a big step forward, failed to address the degree of available educational opportunities for individuals with disabilities. The 1977 amendment to the act focused on ensuring high quality education for individuals with disabilities. The amendment made it mandatory for schools to assess and measure the progress of students, write out measurable annual goals for students, increase parent involvement in developing Individualized Education Plans (IEP), and report goal progress to parents (Yell & Shriner, 1997). The amendment also required the individuals enacting the IEPs to identify why a decision was made to remove a child from a general education classroom (Yell et al., 2004). This additional clarification decreased the number of children who were arbitrarily or unnecessarily being removed from the general education classroom. Legislation was now beginning to reflect society's emphasis on inclusion and skepticism of segregation.
