Smuggler= a merchant who brings in goods without paying taxes to the government
The British' first attempt to pay for the French Indian War. They lowered the tax on British made goods and increased the penalty for people smuggling goods in. Smugglers were not given a proper trial and were assumed guilty unless the smugglers could prove they were innocent.
Places such as Rhode Island were especially upset about this because so many of them were smugglers.
