Although still mainly reliant on the discretion of researchers, the NIH instituted review and consent on research that involved healthy volunteer human subjects at its Bethesda center (Jones, 2016). This led to further regulations in 1966, 1971, and ultimately the National Research Act of 1974 (Simpson.edu).
