John Locke was an English philosopher and a political theorist. He laid much of the groundwork for the Enlightenment and made many critical contributions to the development of liberalism. He was also trained in medicine and was a key advocate for the empirical approaches of the Scientific Revolution. In 1690, John Locke wrote the "Two Treatises of Government". This piece offered political theories developed and refined by Locke. By rejecting the divine right of kings, he said that societies form governments by mutual agreement. Therefore, when a king loses the consent of the governed, a society may remove him.
John Locke's writing on the treatises of government was a large stepping stone for Thomas Jefferson to quite literally glue himself to when he was writing the US Declaration of Independence. In Jefferson's writing the approach of a leader losing consent of the governed was almost identical to Locke, the only difference being a king and a president
