Ashoka Maurya was a conqueror that reigned over the Mauryan empire for a good chunk of time. He led with a very tight and strict bureaucracy, and through his rule his empire benefited from an expanding economy as well as a tough government. Although he did not rule for very long, he spent much of his time building and maintaining roads and irragation systems to benefit the people. (2.2)
