Settled Russian-Turkish War of 1877. Most gains went to AU.
Settlement involved further demolition of O.E. and a new assertion of the immediate interests of GE and BR in the EQ. Au-HU now occupies and administers Bosnia/Herzegovina, though they remain formally in the O.E.
Henceforth diplomacy involved all 6 great powers in a delicate system of alliances - manipulated at first by Bismarck to ensure GE security against FR. Ended by embroiling all the powers in war.
Became clear that 'concert of Europe' would now sacrifice nationalist aspirations of all Balkan peoples to the greed/rivalries of the GPs.
3 Emperor's League badly strained. RU now has grievances against AU and GE. Treaty of Berlin reversed the initial settlement of the RU-TU war in the Treaty of San Stefano, where RU got considerable influence in the Balkans. This outraged AU, so Bismarck reversed these gains in the Berlin Conference. For Bismarck, AU now held the key position in his diplomacy
