The Convention of London was a treaty, signed by France, Spain, and the United Kingdom to agree on a course of action towards obtaining loan repayments from Mexico.

Each of the Powers had desires from Mexico; The British desired the debt of 1,800,000 pesos to be paid, the SPanish demanded 2,983,000 pesos, and the French desired 1,759,000 pesos. The Spanish and French also claimed reparations for multiple crimes committed on Frenchmen and Spaniards living in Mexico which they claimed totaled 10 million pesos when combined with the Mexican debt.

The United States regarded the claims as being outrageous, except for those of the British; however, the ongoing civil war and threats from France and the United Kingdom to interfere in that war prevented the US from interfering. However, fears of US interference and invasion of Vesperia led the British to reduce their contribution to the Naval effort.

The following arrangements were agreed upon before the Allied landing to Mexico.

1. The French Consul in Veracruz should be informed in advance of any assault, so precautionary steps can be made.

2. The occupying forces should be half Spanish and half French.

3. All forts, fortification or public buildings should be left untouched, their destruction should be only in last resort, to serve the purpose of self-defense

4. The Spanish naval blockade of Vercruz should not in any case affect the French maritime commerce

5. After taking the city, the Spanish high command should consult Napoleon III before advancing into inner Mexico or engaging into peace talks.

6. All French possessions in Mexico must remain intact.
