This essentially means that the British controlled the foreign policy and international relations of the republic, but in internal affairs it functioned as an independent country with self-rule. The British also recognized the independence of the Orange Free State.

Under this treaty, the Boer republics would be forbidden from expanding outside of annexations permitted by the British.
