After Pierre Trudeau's government was elected in the 1968 federal election, it initiated its plans to change Canada's foreign policy. Above all, the policy worked to lessen the economic gap between developed and developing countries, in an effort to increase global trade and international understanding. Specifically, tied aid, or "trade and aid" as some may call it, was used. This increased monetary aid given to poor countries, allowing them to boost their economies, thus better develop industry and infrastructure to support their people. It was a functional and beneficial method because the aid received by the developing countries was conditional. If they agreed to receive aid, they agreed to use their economic boost to buy Canadian-manufactured products, therefore also boosting Canada’s economy.
