In 2001, the community expressed concern about United Way of Johnson County's partnership with the Boy Scouts of America due to the Scouts' refusal to allow members of the LGBT+ community to hold leadership positions. This concern led to the implementation of a new policy, requiring that "Affiliated agencies [...]agree not to deny services or to operate in a manner that discriminates on the basis of race, religion, color, sex, national origin, disability, gender identity, sexual orientation or age and be in compliance with all federal, state and local laws regarding non-discrimination. An affiliate may identify special needs in the community and target services to a specific population based on those needs. However, the services must be open to all people in those targeted populations."
