After a supposed attack on two U.S. naval ships off the coast of Vietnam, the U.S. decided to take part in the Vietnam War without ever fully declaring war. The Gulf of Tonkin Resolution was approved by President Johnson. It was to “take all necessary measures to repel any armed attack against the forces of the United States and to prevent further aggression” by the government of North Vietnam.
