President FDR released a very controversial plan to expand the Supreme Court to 15 judges, stating it would make the court more efficient. But many saw his plan as trying to pack the court since in the last two years, many of his main ideas for the New Deal were struck down. His plan was overruled 70 to 22. But by 1942 he had managed to nominate all but two of the justices.
