4 gen 1964 anni - Cairo Conference

Leaders of all the Arab states met in Cairo to discuss Israel and Palestine. As a result, Nasser's leadership of the Arab world was confirmed.

The conference decided on two main things:
- The Headwater Diversion Plan
- The establishment of the PLO

The Headwater Diversion Plan was designed to divert 2 of the 3 sources of the River Jordan to stop Israel getting water from them. Israel had trouble with water supplies, so this would weaken the Israelis drastically. The plan was funded by Egypt and Saudi Arabia, and would be carried out by Syria and Lebanon. If it failed, all the Arab states would go to war with Israel. Syria began diverting the rivers in 1965.

The Palestinian Liberation Organisation was intended to unite Palestinians so that they could regain their land as a Palestinian Liberation Army (PLA). The PLO would also improve welfare in refugee camps by being in charge of healthcare and education.

Israel was not concerned about the PLA, because it only had 12,000 soldiers. However, the Israelis were alarmed by the Headwater Diversion Plan. The Cairo Conference is therefore thought to be a contributory cause of the Six Day War.
