Judy Human and about 20 other people then go to Washington and demands rights for people with disabilities. She demands that Joseph Califano signs the Rehabilitation Act of 1973. Frank Bows argues that people with disabilities are treated so badly in this country that they are like 3rd class citizens. Califano finally gives in and signs the Rehabilitation Act of 1973 giving ramp access to all federal and public building and requiring braille on signs.
