Roosevelt announced a plan to expand the Supreme Court to 15 judges. He said that these extra judges were to make it more efficient. Many accused him of trying to pack the court. Previously, the court had not approved of his New Deal legislation. So, he was attempting to pack the court so they would vote in his favor to ensure a liberal majority.
