A soviet response to the Truman Doctrine. It basically said the opposite of the TD. It was actually an organisation set up by the soviet union designed to:
- HELP the spread of communism in Europe
- Protect communist countries from the interference of AMERICA
- All the governments of the satellite states were put under the control of the USSR and the leaders were replaced if they were not seen as loyal to Stalin.

This showed that Stalin had complete control of the communist world, not just a 'sphere of influence'. It also showed he would not tolerate western interference in his affairs.
