Truman backed up his containment policy with supplying economic aid to Europe. This plan, officially named the "European Recovery Plan", nicknamed the "Marshall Plan" was announced by the US secretary of state General Marshall after the Truman doctrine was announced but within the same year (1947).

Truman believed that communism only won in countries who couldn't defend themselves and were economically unstable (high levels of unemployment and poverty). This was the case with many European countries who had suffered badly from the war. If the US could introduce economic stability before the USSR got to them, they couldn't need to turn to communism.

A total of $17 billion was offered to all war torn countries to help them find stability if they agreed to trade with the US. It was offered to the communist countries but Stalin stopped them accepting, he didn't want them more dependant on the US than the USSR.
