Stalin was clearly not obeying the percentages deal; this angered Truman but he couldn't say anything in case he started a war so the situation in Europe remained an elephant in the room. This is until Churchill broke he ice with his classically blunt speech.
When giving a speech in America after Attlee becomes PM, Churchill refers to a metaphorical "Iron Curtain" that has descended on Europe. This a political and economic devision between the worlds of capitalism and communism.
