The National Insurance Act of 1911 was one of the liberal reforms that was a step towards state funded health. Every week the employee, employer and government payed money into a pot. The employee could then take this money back if he became ill or unemployed. Because the employee payed the majority of the money it was respectable but it was very difficult for the poorest families to pay.
